Gay Mitchell was member of the European Parliament from 2004 to 2014. During his last mandate, he served as joint coordinator for the EPP group on the development committee and was alternate member of the economic and monetary affairs committee. He also served on the special committee on organised crime, corruption and money laundering, and was leader of the Fine Gael European delegation in the European Parliament. Prior to this, Gay Mitchel was member of the Irish Parliament for 26 years.
He holds a Master degree in Social Sciences (Politics) from Queen’s University Belfast and a Master of Science in Accounting and Finance from Northampton University.
From 1992 to 1993, Gay Mitchell was Lord Mayor of Dublin. Prior to that, he was Chairman of the Dail Committee of Public Accounts (1987-1993). He then became Minister for European Affairs at the Department of Taoiseach and at the Department of Foreign Affairs) (1994-1997) and Minister at the Department of the Taoiseach with responsibility for Local Development and for the International Financial Services Centre (1994-1997). As Irish Member of the Reflection Group (1995-1996) he contributed to preparing the Amsterdam Treaty. He was then member of the Oireachtas Foreign Affairs Committee (1997-2000 + 2002-2004) and Chairman of the Sub-Committee on Human Rights (1997-2000), Chairman of the Oireachtas Committee on European Affairs (2002-2004) and Chairman of the EU Scrutiny Sub-Committee (2002-2004). Gay Mitchell also served as Shadow Minister for different portfolios: Health Board Reform (1981-1982); Urban Renewal (1987-1988) Tourism and Transport (1989-1991); Public Service and Constitutional Reform (1991-1992); Justice (1993-1994); Health (2000-2002); Foreign Affairs (1997-2000, 2002-2004). As Fine Gael director of elections he had responsibility for the following national referendums: Single European Act (1987); Maastricht Treaty (1992); Amsterdam Treaty (1998); Nice Treaty (first referendum 2001); Lisbon Treaty (first referendum 2008).
Gay Mitchell is author of the standard work on the role of the Comptroller and Auditor General and the Public Accounts Committee: "By Dail Account - Auditing of Government Past Present and Future", published by the Institute of Public Administration, 2004.
