Born on 4 January 1959, Mr. Gran graduated with a BA in Political Science and Law from Canyon College in the United States of America. He received certificates in: Constitutional Law from the National School of Administration (ENA) Paris-France; Legislative and Conflict Resolution from the Public Law School of Tulane University, New Orleans, USA; International Humanitarian Law and Geneva Conventions for War Victims from Colombo-Seri Lanka; Budget Making and Oversight from World Bank Washington DC; and some other certificates in Constitutional Law and Parliamentary Affairs from Italy, Germany, India and Japan.

He has held legal and administrative posts within the Afghan Ministry of the Interior. In 1999, Mr. Gran was employed by the International Committee of the Red Cross (ICRC) as Legal Advisor and held that position until 2004. From 2004 to 2006, he was appointed as the General Director for Legislative and Parliamentary Affairs of the National Assembly of Afghanistan. He was Secretary General of the Wolesi Jirga (National Assembly) from 2006 to late 2011.

Currently, he works as Senior Advisor to the Ministry of Education and as Civil Society, Peace and Human Rights Activist in Afghanistan; he is actively involved in peace negotiations and politics of Afghanistan. He has also attended some important international and regional parliamentary and political events. Mr. Gran is Member of the Bar Association of Afghanistan and one of the founders of the American University of Afghanistan and former Member of the Trustee Board of that university.
